Europe prepares for the first wave of AI rules

Europes landmark Artificial Intelligence Act is moving from legislative text to real-world enforcement. After entering into force in August 2024, the laws first deadlines arrive in 2025. While most high-risk obligations arrive later, firms are not waiting. Many are conducting portfolio reviews now to decide whether to re-engineer systems, reclassify features, or retire certain uses before 2025.

Who is affected and how

The Act covers the AI supply chain: providers that develop systems, deployers that integrate or use them, importers and distributors that put systems on the market. It has extraterritorial reach similar to the EUs data protection regime. A startup in California or Bangalore that offers an AI tool to EU customers must comply with the law.

  • Startups and SMEs: The law includes sandboxes and support to encourage innovation. Regulators say they want to reduce compliance burdens through model documentation templates and standard contracts. Small firms still face costs to classify systems, document training data sources, and implement oversight.

In the United Kingdom, a centralized AI Safety Institute is testing frontier models and publishing evaluations. At the AI Seoul Summit in 2024, leading companies signed Frontier AI Safety Commitments to improve risk management. The signatories pledged to "not develop or deploy an AI model or system at all if they cannot mitigate the risks." That corporate promise, while voluntary, sets a bar that regulators will watch.

Supporters say the EUs framework creates a level playing field with clear rules. They argue that baseline safeguards, like robust testing and human oversight for high-risk uses, make AI more trustworthy.

Critics worry about the cost of compliance and the pace of rule-writing. Some developers warn that documentation demands could slow releases and divert resources. Civil society groups, meanwhile, want stronger limits on biometric surveillance and clearer red lines for emotion recognition. They also call for tighter enforcement capacity and resources for the new EU AI Office, which will coordinate supervision of general-purpose models and support national authorities.
