Governments move from principles to practice
Artificial intelligence is shifting from a phase of bold promises to one of concrete rules. Lawmakers and standards bodies in Europe, the United States, and beyond are moving to require testing, transparency, and oversight. Companies that deploy or build AI will soon face clearer obligations. Supporters say this will reduce harm and increase trust. Critics warn of costs and slower innovation.
Europe has approved the first region-wide law to regulate AI. The EU’s Artificial Intelligence Act takes a risk-based approach. It sets tougher obligations for systems that can affect safety, jobs, access to services, and fundamental rights. The law phases in over time. Some prohibitions arrive first. Most high-risk rules take longer to apply. The EU also plans a new office to coordinate enforcement and guidance.

Why the policy push is accelerating
AI capabilities have advanced quickly, especially in general-purpose and generative systems. Adoption is expanding from chat tools to code generation, customer service, and design. Many organizations are experimenting, while others are deploying at scale. With that growth comes concern about bias, misinformation, safety failures, and security risks.
Economists and analysts say the stakes are high. McKinsey estimated in 2023 that generative AI could add $2.6 trillion to $4.4 trillion a year to the global economy. - Enforcement and penalties: Regulators will be able to request information, conduct audits, and impose fines for violations. Timelines vary by jurisdiction, and some requirements phase in over months or years.
What companies should do now
- Map your AI systems: Create an inventory of models, tools, and uses. Note which systems are customer-facing or influence key decisions.
- Classify risk: Assess whether a system is banned, high-risk, or subject to transparency rules under the EU AI Act or similar regimes. Document the basis for your classification.
- Strengthen data governance: Track data sources, consent, and quality. Apply bias detection. Record data lineage for training and fine-tuning.
- Test and red-team: Establish a regular evaluation program. Measure robustness, safety, fairness, and security. Use internal and external tests. Keep evidence and version histories.
- Build documentation: Prepare technical files, model cards, and user guidance. Explain capabilities, limits, and appropriate uses. Offer clear instructions for safe integration.

Supporters, critics, and open questions
Supporters of stricter rules argue that clear guardrails will build trust and unlock adoption. They say risk management and transparency reduce the chance of harm to consumers and workers. They note that many obligations mirror good engineering practice. Documentation, testing, and monitoring are already standard in safety-critical sectors.
Industry groups warn of heavy compliance costs, especially for start-ups and open-source communities. They say unclear thresholds and overlapping regimes could slow releases and push development to fewer, larger players. Some fear that complex reporting will expose sensitive intellectual property. Others worry that strict rules on general-purpose models could burden benign applications.
Several issues remain unsettled. How to harmonize tests across countries so that one evaluation counts in many markets.
