Global rules for artificial intelligence are moving from debate to enforcement. The European Unions AI Act has entered into force with a phased rollout. The law is staged. Bans apply after six months from entry into force. GPAI transparency starts after twelve months. Most high-risk obligations take effect after twenty-four months. National regulators and a new European AI Office will share oversight. Firms that sell into the EU market must comply, regardless of where they are based.
Beyond Europe: Rules and Guidance Multiply
Other governments are moving too. The United States issued an Executive Order in October 2023 calling for the “safe, secure, and trustworthy” development and use of AI. Federal agencies were directed to set standards for testing, watermarking, privacy, and critical infrastructure. Several countries, including Canada, Japan, and Singapore, have published AI guidelines or proposed laws.
The result is not full alignment, but the contours are similar. Policymakers focus on transparency, testing, accountability, and protections for fundamental rights. Many encourage innovation sandboxes and support for small firms.
Industry Readies Compliance 26 Shifts Practices
Major AI developers and enterprise users are preparing. Companies are appointing AI compliance leads. They are updating model documentation, audit trails, and incident reporting. Human-in-the-loop controls are being strengthened in high-stakes contexts.

Copyright remains a flashpoint. News outlets, image libraries, and authors have sued AI companies over training on copyrighted works. Defendants argue that using publicly available text and images to learn patterns is lawful under fair use. Courts in the United States and the United Kingdom are weighing key issues. Outcomes could reshape data access, licensing markets, and model design.
In Europe, existing law also matters. Under EU text and data mining rules, rights holders can opt out via machine-readable signals. The AI Act directs GPAI providers to respect such opt-outs and to publish a summary of training data. Supporters say this helps creators. Critics say summaries may be too vague to audit.
Compute, Power, and Supply Chains
AI growth depends on chips, data centers, and electricity. Supply of advanced AI accelerators remains tight. Cloud providers are investing in new facilities and energy deals. The International Energy Agency (IEA) has projected that global data center electricity use could roughly double from 2022 to 2026, reaching hundreds of terawatt-hours annually, with AI as a rising share. Policymakers are watching local grids, water use, and land planning.

Supporters say the new rules will build trust. They argue that clearer duties reduce the risk of harmful deployments. They also point to a more level field across the EU19s single market. The EU19s text stresses fundamental rights and safety, while allowing innovation in low-risk areas.
Skeptics warn about compliance costs and slower product cycles. They worry rules could entrench incumbents. Enforcement capacity is another issue. National regulators must staff up. Coordination across borders will be tested by fast model releases and open-source forks.
Still, the direction is set. Governments want guardrails. Companies want predictability. International bodies call for cooperation. The UN19s resolution presses for AI that is “safe, secure and trustworthy”. The next phase will be practical: audits, documentation, and better testing. If done well, rules could make AI more reliable without freezing progress. If done poorly, they could raise barriers and fragment markets.
For now, firms building and buying AI should map their use cases, assess risk, and document decisions. That is no longer optional in many places. It is part of shipping AI into the real world.
